It's almost Dickensian (as in the actual guy, not his writing) in that its incentivizing authors to stretch out stories because they're getting paid by the page.

It works for me and if it's hosted on AWS and they're blocking it they would be in even more trouble than before....

That's not how I read it. 

You'll get the same amount for the book as before in total.  You're just not getting it upfront or at the 10% mark - you're only getting the 100% payment if the person reads 100% of the book.
