Not personally, but I hear the Ocean crashes/slows down a lot. Maybe that can be fixed with updates. The form factor is cool though. Are you anti-iPhone? From what I've read, I'd go with an iPhone or maybe a Blackberry Pearl or Curve or a Samsung Blackjack or Nokia N95 if you insist on a physical keyboard. Check out  http://anandtech.com/ (http://anandtech.com/)  for a comparison of all three.

CNET had great things to say about the Ocean (http://reviews.cnet.com/cell-phones/helio-ocean/4505-6454_7-32390958.html?tag=prod.txt.1).

One thing that concerns me though is that if you're leaving Verizon because of spotty coverage, Helio might not be the solution.  I'm not positive, but I'm pretty sure they lease coverage from Verizon in DC.  Given their data speeds, it's either them or Sprint in the DC area.

EDIT:  Check that.  They lease from the Sprint Network so if you like Sprint's coverage, it should be the same for Helio.  Only cheaper.
