Title: Good tickets at Merriweather?

Does anyone know how it is that there are always so many GA/Pit tickets for Merriweather shows on eBay before a show even goes on sale?  Even before any presales!  And when the tickets do go on sale, the closest you can get are right by the back of the pavilion...  Does anyone know where all the good tickets go?  How do scalpers, etc. get all these tickets before they go on sale?

some shows have presales.
 
 and you need a password for those

Brokers have legal software that allow them to buy up large chunks of tickets.
