The pay is better... gotta go out a grab all those speaking, consultant, and boardroom fees. not to mention write those books and crappy songs.
Apparently, it standard for cabinet members to jumpship during the second term. In the past nobody outside of Washington cared. It's only newsworthy this time because of what Ashcroft,etc spewed out during their time in office. Ain't it great that the new new Attorney General thinks the Geneva Convention is outdated.

U.S. Secretary of State Colin Powell has submitted his resignation to President Bush, the White House said today. In addition to Powell, sources said the White House today also will announce the resignations of Education Secretary Rod Paige, Energy Secretary Spencer Abraham and Agriculture Secretary Ann Veneman.

come on, that basically happens in every administration. . to the victor goes the spoils, so they say.
except to important countries, ambassadorships often go to either friends or large donors during the campaign. how do you think shirley temple black got her gig as ambassador during reagan's administration. . .cause she's the good ship lollipop?
now taking money from a "buddhist" group with ties to the chinese government. . that's shady. :)
