i really wouldn't worry about the administration taking this on.  most republicans in congress are opposed to any restraint on regulating commerce over the internet, and most believe that putting such restrictions would not be in the best interest.  that's why the riaa has been so vocal in this area, because the doj and ftc aren't doing anything about.
