Limited because there were lots of glaring ommissions, along with a lot of not so well known. Okay, so they qualify it with 'best' but that's debatable.

no jazz fests, at all? (NOrleans, montreux, montreal, etc)
werchter (belgium) always has a RIDICULOUS line-up.
if i could attend any one festival this year, it would be Sonica in italy (recently re-branded as "Re-Loaded", http://www.re-loaded.org/en/). and the line-up for the 10 year anniversary of Solipse, now called Ozora Festival (http://www.ozorafest.hu/) since no eclipses are involved, looks insane. yes, it's all electronic - trance and chillout/downtempo. no, i don't expect many here to have heard of these before.
VFest (UK, Baltimore and Toronto)
don't forget calgary.

T in the Park has jawdropping lineups.
The Connect Festival should win on location/dates alone, but they're taking a break this year.

The Green Man Festival (Brecon Beacons, Wales) looks pretty nice this year http://www.thegreenmanfestival.co.uk/
Also, Monolith is always another excuse to go to Red Rocks.

I thought about putting Monolith, but they said best in the world, and well...Monolith isn't in that class yet. Same with Treasure Island Music Festival, which is probably my favorite outdoor US festival that I've been to, but not on the level (artist-wise) to elevate it to world-class.

Seth, let's make it easy for you. Just duplicate this festival for the Baltimore VFest and all will be right with the world again. PLEASE, SETH.
Pimlico, MPP or elsewhere in the area; you book it, we will come. I don't even like festivals but I'd brave the crowds for such a stellar line-up.
Just think how jealous all those poor festival challanged Canadians would be of us. You will be the new Virgin hero.
