So the original plan was to only give the second stimulus to people who make under 40K. Assuming my plan to spend the stimulus money on RAPID tests for everyone to self-administer isn't viable and they instead have no better option than to give another check, then this sounds good. In fact, double the amount for the poor people since less people are getting checks.
But instead, they're using the original cutoffs. Who initiated this change back?
The March bill provided a one-time $1,200 check to Americans who made up to $75,000 per year. The amount of the check was scaled down until it hit an income level of $99,000 per year, when it was phased out altogether.
The decision to stick to the March formula is a shift from over the recess, when Senate Majority Leader Mitch McConnell (R-Ky.) appeared to signal that while Republicans would support another round of checks, the next round would include a lower income cap of around $40,000.
"I think the people that have been hit the hardest are people who make about $40,000 or less. Many of them work in the hospitality industry. ... That could well be a part of it," McConnell told reporters in Kentucky during the two-week recess.

1st one: received $500 extra for each dependent child under 17 years old.
The new proposal removes the age qualification from the definition of a dependent, which means many more people will be eligible for extra payments of $500.

The math is too hard for me...Since the first check, I've filed my 2019 taxes and 2 of my kids went from "child tax credit" territory into "dependent" territory. I think that means the hit won't be as bad, but I'll still wind up with less stimulation for my bank account.

Who’s eligible
Under the new Covid relief package, at the full benefit amount, a family of four could potentially receive $2,400, though the income criteria for the second stimulus check have not yet been released.
However, if it follows the same structure as the March CARES Act, those qualifying for a full stimulus payment include individuals earning up to $75,000, or $112,500 as head of household and $150,000 as a married couple filing jointly. For every $100 earned over these income thresholds, payments are reduced by $5, up to a specified maximum income.
However, it is worth noting that the CARES Act checks were worth twice as much, so it is not yet clear how the $600 checks will be phased out.

Out of curiosity what is the turnaround on Passport renewals, last I looked earlier in the year they weren't processing renewals and it would takes forever to get one back ... and yes mine is primarily for identification, no plans to vamoose at the moment

If I travel outside of the country for work purposes, I'm required to use that passport, not my personal one. Not sure of the details, I just do as I'm told.

I have presented papers at conferences outside the US. I was scheduled to present at an international conference back in April. I was told to use my government passport while on work travel and not to use it while on personal travel, hence the need for two. Yawn.

Are they basing it on 2018 taxes or 2019 earnings? The first stimulus check was 2019 if you had already filed it, 2018 if not. I assume it's all 2019 now, or are they just using the same criteria they did before?
Also, it drops $50 for every $1000 above 75K/150K. But with a starting point of $600 instead of $1200, the cutoff points for getting nothing would be $81K/$162K.
Edit: It drops $50 for every $1000 above $75K for single people. So the starting point is $600. So down to $0 if you're over $81K. But the starting point is $1200 if you[re a couple. So you don't hit $0 until $174K adjusted gross. Higher if you have kids.

It's actually adjusted gross income, so probably closer to 200K unadjusted gross.
If not 150K, then what would your cutoff be? 100K? And if so, what percentage of recipients makes less than 100K vs. percentage making 100-150K.
150K isn't that much in the DC area, but it's a fortune in other areas.

Jez, there should be an ATM on these companies on profits, 5% would have put almost 40 billion in tax revenue

One error in policy doesn’t justify another
I am sure government could figure out the people laid off or making minimum wage and up their benefits..
They shouldn’t even be using last year’s income amounts!
What matters is what people are making now during the pandemic not what they made last year before the pandemic
You give people doing ok extra cash and they are going to pay down debt, buy stocks etc
You give it to people struggling they pay rent and buy food
