Hey, I'm only the husband...I don't get much of a say on what to watch on the television. :D We only watched the first hour and then switched to CSI:NY. Now that's entertainment!

A guy called Peter Wolf (among others) is also to blame.
Song co-writers Martin Page and Bernie Taupin have stated that the song is about the decline of live-performance clubs in Los Angeles during the 1980s.In 2013, Taupin told Rolling Stone that the "original song was a very dark kind of mid-tempo song ... about how club life in L.A. was being killed off and live acts had no place to go ... A guy called Peter Wolf [the album's producer] ... got ahold of the demo and totally changed it. He jerry-rigged it into the pop hit it was". In an interview with Songfacts, Page added that the "demo was quite high-energy techno, because that was the sound of the band I was in ... it was a little more edgy. And I'm very pleased with what Starship did with it, because they made it a universally appealing song".

Well, one of four songwriters for the song. I think Peter Wolf (not THE Wolf) had a lot to do with the horribly cheesy music. Taupin more so on the lyrics…. I would be interested in reading more about the genesis of the song. Apparently there is a 2016 GQ article about it.

Martin Page and Bernie Taupin also wrote Heart’s ‘These Dreams’ around the same time. I assume that was also intended to be a cool dark techno song.

Kinda like Kim Wilde's "Kids In American" New York to East California. If you exclude the western half of CA, 95% of the state's population is counted out.
HOWEVER, musically, the line needed a syllable before California, and "east" sounded better than "west". Extending "to" to "to-oo" would have sounded clumsy.
I'm okay with most weird lyrics when they work better musically than proper grammar would.
