I saw DC/MD/Va further on down the list. Doesn't matter though, I don't need a list to know! ;)

The list goes from best to worst. Virginia was tied for 15th best, Maryland and D.C. were tied (along with New York) for 44th.

did you notice it said "registered drivers," not frequent drivers or regular drivers? I mean, they could have counted my answers. And we all know how people like me feel about traffic laws... Notice how many of the low-ranking states are states where fewer people drive.

what? where fewer people drive? i don't know, but these states, all in the top 10 of knowing traffic rules, don't have too many people in them: idaho (4), wyoming (5), nebraska (7), and montana (9). the bottom 10 are all the most populous and densely populous states in the u.s.
