My BIL tattoos at Little Vinny's in Baltimore.  Brady Duncan.  He's awesome.

It's a bit of a haul from DC, but I highly recommend   Marks of the Spark in Frederick.

New York Adorned in NYC or Jinx Proof in Georgetown but that was a few years ago.
