I don't think it was.  Piscopo was always, and still is a big health nut/body builder.  He is pretty muscular.  So I'm pretty sure that he isn't the one Screech beat up.  I think that guy had blonde hair.  
 
 This all seems like a ploy to revive his career, if he had one.
