Well, It's about damn time they went to meters!  As a black man, I have a disdain for cabdrivers anyway (not wanting to pick me up, picking up a white passenger standing near me even if I was clearly there first, or asking for the fare in advance).  At least they'll be able to cheat 'less' now.  Yay for Fenty & common sense!

I was asking about MD or VA cabs if and when they pick you up in DC...

I agree with the praise for Arlington Red Top Cab co.  They've been uniformly awesome.  I don't think they're supposed to pick up while in the city, (I think the same goes for DC cabs in VA), but they do it all the time.  I cabbed back to Alexandria from The Black Cat last night in a VA cab.  I negotiated the price instead of choosing the meter.

Legally, Md and VA cabs cannot pick you up in DC and take you to another location in DC.  They can pick you up in DC only if your final destination is VA or MD (depending on the cab, of course).  In either scenario, they are supposed to use their meters.
 
 If you are in DC, you can call for a VA cab to come pick you up and take you to someplace in VA, like National.  If I've got one of those godawfully early flights, that's what I do.
