No, "Animaniacs" actually had characters that weren't really derived from previous WB characters.  "Tiny Toons," on the other hand, was Warner Bros./Steven Spielberg's lame attempt to make the classic Warner Bros. characters "hip" to the new generation.  They get points for making a couple of videos based on "They Might Be Giants" songs when no one really knew who they were, but that's about it.
