Why not write WAMU or WETA and ask that they pick up these NPR-affiliated streams on one of their HD-radio channels?
Yes, HD radio is expensive now, but it will be cheaper soon and eventually will be standard in new cars. And in my opinion, either of these stations blows away anything offered by XM or Sirius.
