I don't think you give 16 year olds enough credit for who many of them are.
By that time, at least half of them have been sexually active.
When I was 24, I worked as a substitute teacher. I had numerous cute 16 and 17 year olds suggestively flirting with me. One even left me a note with her number as she was leaving the room. Others asked for my number.
If I had responded in any way or even had done anything to provoke such behavior (which I didn't), of course would have been inappropriate. Of course, Foley's actions are inappropriate. But did he do anything ILLEGAL? I don't think so.
But the idea that 16 and 17 year olds are these innocent young things that need all this protection, I'm not buying it. The transcripts I read seemed to show that the boys were flirting right back with him.
