When I saw Audioslave tour dates, I suspect that DC would be added because the dates are tenative. Another suggestion is that the band plans to be in DC either this summer as part of their summer tour plans, or they're still got some loose ends to try before a trip to DC. I just want to see if they are worth the hype.
