Liverpool backs official vice zone

A LOCAL authority has approved plans to open the countryâ??s first official red light zone. Liverpool City Council voted by "an overwhelming majority" in favour of a designated area where prostitutes can ply their trade legally and safely.
Councillors will now take the proposals to the Home Office in a bid to get the law changed so the plans can be pushed through.
A Liverpool City Council spokeswoman said: "The council has voted with an overwhelming majority to approach the Home Office with our plans. The majority was so clear vocally that we did not need to take a hand count on it. It was a very rapid decision.
"This means we are going to move quickly in approaching the Home Office with our plans and the ball will be in their court. It is now up to the Home Office to decide if we can have the UKâ??s first official managed zone."
If the plans get government backing, the red light zone will be based on the Dutch model used in Utrecht, only operating at night and situated in an industrial area of the inner city, away from homes and night-time businesses.
It would be easily accessible by car and public transport, and have ample parking.
The site would also have CCTV cameras, premises to be used as a health and welfare centre, and controlled entrances and exits to ensure only sex workers and their clients used the area.
The area would be divided up into bays, where the client would park his car in a position that made it difficult for him to get out, but easy for the prostitute. The sex would then take place in the car.
A uniformed presence of either police officers or city wardens would patrol the zone.
The exact area of Liverpool has not yet been decided, and the city council has not disclosed its potential shortlist.
Flo Clucas, the councilâ??s executive member for housing, social care and health, said:" We are not proposing a tolerance zone, but an intolerance zone. We will allow prostitutes to work but we will be intolerant of prostitution."
