the clay in the soil in my yard is crazy

I dug a 1 ft deep hole and it was all clay, my daughter took some and made a snowman...let it sit in the sun for a few hours and it was rock hard like a piece of tera cotta

part of the problem is part of our yards have no fence separating them so if I slack off its pretty bad...maybe a weed spreads over there you know? but mowing twice a week?? isn't that a bit crazy

Here is my take
You mow the lawn when it's needs mowed, not on a weekly schedule.  Like right now it's growing crazy fast. I'm pretty sure it won't grow as fast any more. the trees are now covered in leaves and the spring soak of rain is coming to an end. 

Then again your neighbor may just have ocd

Yeah, don't do any more than whatever feels good to you.  Unless neighbor is moving.  Then maybe do a little extra the day before an open house.
