here's something that....
 
   Whenever there is a tragedy, loss of life, whatever....the community/group of people that are affected get together to rally around and support one another...when a cyclist is killed, other cyclists get together and make a memorial....when a jogger is killed...likewise...when women get raped, other women band together and form watch groups or whatever.  Just because there are certain groups of people who DONT stick together and take action when one of their own is taken, doesnt mean no one else can.
 
  I can see your point if the mayor of DC made it "national dont hit the poor cyclists day" tomorrow, but this was done by friends and neighbors...not everyone can care every time anything bad happens to anyone..we'd all be worried sick and grieving all the time.
