Well the pavillion is on the downtown mall.  There is a bunch of bars that are on the mall.  Most famous is Millers where Dave Mathews use to bartend.  Not so sure for tailgating because I've never seen people do that for shows there.  They are just pick a bar thats on the mall.  Plenty of places to drink at.

As an FYI, just up from Starr Hill (right at UVA corner) is the satellite ballroom.  Small place but they have some decent shows on occasion.
Satellite Ballroom closed down a few months ago.  Everything in this shit ass town has been closing down.  Only music venue here now is the pavillion and gravity lounge.

Parking can be free if you get there early enough and find an open metered spot.  Other then that there is plenty of parking around you just have to pay.

The pavilion is at the end of a road in the heart of the city that has been permanently closed off and made into a walk way.  Lots of little shops for several blocks, many outdoor cafe's etc.  Mind you C'ville is a tad, hmmm, different of a town shall I say.  After all it is the home of "Mister Jefferson's" university.  There is a slight air of hoity toidy there but not in an arrogant sort of way, it just is.  I'm sure you will have a good time.  Not sure if they have an 'official' time that let you start queuing up or not. But anyway if you do park in the deck, come out of the deck go to your right, cross the street and go a block or two until you are the street described above.  The pavilion is at the far end of the street to your right.  AFAIK that is the only enterance.

yeah they used to have a cool ticket system where you could select specific seats on line.  Not sure how long ago that changed but looks like thats not how it works any more.
