there is no substantive difference between the two, at least with regards to negotiations, that's why they are called negotiations.
 
 i don't disagree that a lot of this is going to be left with the next administration, but to say that there haven't been any negotiations on troop withdrawal is simply wrong.  the NYP op-ed was very clearly referring to when obama was in iraq and negotiations on the future of u.s. troops in iraq were being discussed.

Would it make you feel better if I said "serious negotiations"?  "Aspirational goals" doesn't mean crap and you know it.
 
 8000 troops of a force of 146,000 is likely a number consistent with those that would not be able to serve a third term of duty.  I'm sure the rate of term retention is substanially more than the ~ 6% that is being discussed here.

Anyone wanna match the politician to the salaries?  Can choose between Biden, McCain and Obama.
 
 Senator A pays his 27 male staffers an average salary of $56K a year, but pays his 30 female staffers an average salary of $45K a year.
 
 Senator B pays his 15 male staffers an average salary of $85K a year, but pays his 25 female staffers an average salary of $56K a year.
 
 Senator C pays his 17 male staffers an average of $53K a year, but pays his 25 female staffers an average salary of $56K a year.

In fact, Obama had told the Iraqis that they should not rush through a "Strategic Framework Agreement" governing the future of US forces until after President George W. Bush leaves office, she said.
 
 Ok, so we are left, again, with nuances as to what is really being discussed.  so, obama told the iraqis not to do something, be it this stragetic framework agreement or negotiations for a withdrawal.  doesn't the framework agreement have to be based on some idea of a withdrawal?  i think both could be telling the truth, at least from their own perpsectives.  in any event, it still shows obama interfering with the ability of the current president to make progress on the future of u.s. involvement in iraq.
