Devo did indeed lose steam mid-career, being jerked around by the record industry can do that.  but uneven Devo records still outshine crapola by Smashmouth, Killers, and Olds 97.  besides a bargin Devo show will most likely not include the films, etc the band will surely have at a club/theater show.

So isn't paying $55 probably about $35 too much given their 25 year slump?

I don't understand...if it's a show you wouldn't even consider going to, why do you care how much it costs?  I don't go on and on about the apparent value of a Wilco or Robbie Fulks show...
