Both good answers, but not the one I'm looking for.

I am entirely unqualified to even wager a guess since I have no clue who this Ringenberg kid is.

Fulks is the only artist to have started his career in the 90s?  and is the youngest

Fulks opened for his fellow Nashville friend Ben Folds at the 9:30 a number of years ago.

F is the only one to not not appear on the Singles Soundtrack.

Fulks didn't have a solo album in the 80's but he was in a group. The same can be said for several others on the list. So that's not it.

Fulks divided his childhood between Pennsylvania, Virginia, and North Carolina, and received his schooling at Columbia University. He moved to Chicago in 1983, and first served as vocalist and guitarist in bluegrass band the Special Consensus, appearing on their Grammy-nominated 1989 album A Hole in My Heart.

Westerberg is the only one not to release an album through Yep Roc.
