Safe night?

Im only 17 and I was wondering if there are any age limits to how old you have to be at night at what time in dc?
 
 Also what would be the best and safest bus route to and from silver spring. My idea is either bus route 70 or s4

 As far as the bus lines, I personally prefer the subway over busses any day.  Our closest metro stop the U St / African American Civil War Memorial / Cardozo Station (green and yellow lines.)  Use the the Vermont Street exit.
