Julian- I wish I could tell a story like you. 

Why aren't you concerned with the folks in your community who are dumb enough to give your neighbors money?   The 'homeless' who only appear during peak traffic times just give the real ones a bum rap.

speaking of homeless, if you're ever approached by someone selling "Street Sense," it's worth the buck to buy it, both because you'll make someone happy who is for-real homeless, and because it offers some interesting insight into another world while you're sitting on the Metro or whatever.

How do you know they aren't paying taxes? You have no clue.

If you don't think they are you could report them to the IRS.

Homeless (not) tax-evaders made for an interesting breakfast read. Initially, anyway. The story went in another direction than I anticipated. In No. VA, generally neighbors call on each other about parked cars, dog poop* and their kids entering the invisible yard line.
If the cop wanted to get them on loitering or something, they wouldn't have laughed.
If they are not on your property or threatening you, I say, leave them alone. If you do anything, they could retaliate. (*reference neighbor disputes about poop & dogs)
