Yeah Zeppelin stopped completely when Bonham died, and Grateful Dead changed name when Garcia died but those are exceptions.
With regards to The Who - The primary songwriter and two most famous members (and front men) can call themselves whatever they want. Townshend and Daltrey were/are the only irreplaceable members of The Who.
