Perhaps we should institute a ratings system to measure the effectiveness of each comment on how well it builds (or destroys) community.

Nice to think outside the box, but I believe in order to get more credit for community building, you need to move from the brainstorming phase to the consensus building phase.
what we need here is LEADERSHIPpart of organizing is leadership..this is where Julian fails us........and we are left utterly rudderless... like a ship lolling about on the stormy seas....people falling overboard every few days or weeks.. some return...some don't.....that is all.
