what drives me bonkers is that things are set up and they have the whole year mapped out based on funding agreements
and to just pull the rug out from under a program, no wind down

i've gone over the complete list of countries that trump sanctioned today, so among them all - including such must-punish heavy hitters as Guinea-Bissau and Kiribati - there is a country suspiciously absent.
