I think it’s weird that the president can bomb the shit out of countries but not impose tariffs

Well, there are a lot of constitutional technicalities that often get overlooked.
Technically, Congress has the power to declare war and control federal spending, including military action.
But in practice, we've moved into a gray area where presidents have used broad interpretations of their powers

and the current congress is happy to give up their power to the executive...I'm sorry the Dear Leader
