Who the Hell knows! Even amongst we Shoegazers, there's disagreements with that whole chestnut of what is Shoegaze; a question that drives me nuts. Personally, I don't put a whole lot of stock on what constitutes (fill in the blank) this genre or that. It's too anal and not really all that important as far as I'm concerned. If it all sounds like it works together, than go with it. Besides, almost everyone likes a mix of genres.
A few other possibilities:
Yo La Tengo
M83
Ulrich Schnauss
Massive Attack
Thrushes (Baltimore Shoegazers)
Cowboy Junkies (bet a few of their fans will be there)
Morphine
The Morning After Girls
The Brian Jonestown Massacre (someting more laid back)
Dead Heart Bloom
Project Skyward
Bowery Electric
Douglas Heart (the band as oppossed to the man)
Bark Psychosis (something from "Codename: Dustsucker")
Cat Martino
Heather Duby
The Fakes
DeVotcKa
Barzin
Trembling Blue Stars
Longview
The Engineers
Hammock
Raymond Scott Woolson
God Is An Astronaut
Unisex
Monster Movie
Kosmo, if you are still familiarizing yourself with Low, I suggest that you check out "Things We Lost In The Fire". My favorite of theirs and of many others. Especially the song "Dinosaur Act". (Just be careful because it might blow out your bass if you crank it up too much.
