by implementing #2 now it allows certain parties to assert the US is getting soft on terrorism and become a bunch of "cut and runners". thus proving my point that the dealing with terrorism needs to be depoliticized first, followed by better covert information gathering, sharing and intelligence. This would allow the US to deal with terrorism over the long term and not try to fix it over night.
Americans have been sold down the river that government is suddenly capable of preventing terrorists attacks from happening here and thus willing to give up whatever freedom is necessary to do so. Where as terrorism has been a long time issue for the British who still can't completely get a handle on, and whose citizen still go on about their lives.
