Did it ever have air?  If not only way is to go junkyarding and find a lot of replacement bits.  They often have a different computer module and other stuff to do aircon.  Better solution is to get the fans that go in the lighter and get at least one other window fixed (are they electric?).

Even cheaper...have the broken window put in the down position so it's open all the time. It's not like anyone is going to want to steal the car.

Not a bad idea...drive it to Baltimore, leave it unlocked with the engine running and then with the insurance money buy a real car.

no it never had air conditioning...the windows are manual...the cigarrette lighter doesn't work

I was in B-more yesterday on St Paul.  Guy had a 70s-80s Datsun pretty much rotted out (bottom of doors and quarters), HE CHECKED THE PASSENGER DOOR TO SEE THAT IT WAS LOCKED!  I was about ready to stop and say, you wish someone would steal it.
 
 If the lighter doesn't work, probably the fuse.  Should be under the dash, labeled in a little plastic box of fuses.  Can get a replacement at any auto supply place for dirt.  If the windows are manual, then you should be able to fudge them down, try pushing on the glass with your palm while trying to get the window down.  Drove in a FIAT in Europe where you could open any of the windows by palming the glass.

they said the window was off the track.  the thing is basically falling apart...even the arm rest broke completely off.  I think it's an analogy to my life.
