I think they should go a bit further, and hand out citations for such things as missing the urinal, leaving a big pile of shit in the bowl and not flushing, and flooding the urinal by trying to flush big wads of toilet paper down it (this always seemed to happen at GMU).

Kidding or not, I think its our right as Americans to be able to use a public restroom that hasn't been soiled by lewd acts.  Likewise, I think its our right to visit public parks that are free from perverse activities.  Its extremely disrespectful and flat nasty.  Rights are for "private" not "public" spaces.
