When you are trying to buy something they speak English perfectly. When you are trying to cancel something or get a refund, not so much. It's a sales tactic, methinks.
Actually, the World Is Flat, the bestseller by Thomas Friedman, has great info about the call centers in India. For the most reputable companies, the employees have to speak English clearly and then, this is great, they go to "language schools" to learn an accent, i.e. Southern, Midwest, pahk the cahr, whatever.
