I don't get why pres. Obama felt compelled to rule on this once the company said they were withdrawing their application a few days ago.. seems unnecessary..

Because the company's move was a big fuck you to the President.  They knew that he was going to reject and so they basically said we aren't going to like the outcome, so we are going to try to wait you out. 

There are also people living up and down the pipeline route whose property was going to be taken by imminent domain and so rejecting the permit frees them of that burden and resets the process in a lot of states.

President Obama also likely wanted to send a signal about US action going into the negotiations in Paris in December.

Re Keystone - it's a victory of the well-heeled over the common good.  The oil will still make its way to market.  It will just do so via Warren Buffett's BNSF railway, which is more expensive and more dangerous to the environment.  It helps the Dems by giving a gift to a select few deep-pocketed activists. I know Tom Steyer. I like Tom Steyer. But much of his many billions came from investments in coal and oil.
