uh oh...I've just come back from vacation, and only now realised my birthday is 3 weeks away.  I'm turning 21 and I don't have anything planned...

It's hard to recommend something if you haven't said what it is you're into.  Are you looking to shake your ass, are you partying w/ your girls, are you on the man prowl, etc.  
 
 Or you could simply go with ggw's recommendation.  Not my cup of tea, but apparently doing coke is the new black.

I've always found the more effort you put into these things, the bigger the disappointment.  Just gather up some friends, hit a bar (I'm always fond of the Fox & Hound or Big Hunt because you can actually talk to each other) and get drunk.
