Means in 2023 we will go onto DST in March and remain on it "forever." We don't come back off in November 2023 -- darker early mornings, light on the drive home commute.

EDIT: Assuming, of course, that the House and Biden agrees.

I'd say going a little over the top with Hyperboyle with the "horror stories" 

in the article:
The factual picture was a bit more complicated. The National Safety Council reported in February that pre-sunrise fatalities had risen to 20 from 18 the year before. In July, Roger Sant, then an assistant administrator-designate for the Federal Energy Administration, wrote a letter to the Post that noted a 1 percent energy saving achieved by going to DST equated to 20,000-30,000 tons of coal not being burned each day. Further, he wrote, accidents had fallen in the afternoons.

I was somewhat exaggerating on purpose as I used to be more of a proponent of doing away with it (I do feel for the families, of course). That has changed as I've gotten older.
