That could be referring to anyone.  Perhaps Minor Threat is opening.

Won't be Dave Grohl...his band is playing some festival that day.

I think it's legit.  I see all of Off's fb stuff and anytime they've dropped something like this they've played it.  I could be wrong, but I hope not.
