My agency has been in a unique position for a while, so I'm probably not the best person to ask.

But if I remember correctly from pre-2020, it was the case that if the government closed for weather reasons, you were required to telework if you had any kind of telework agreement in place. So make sure you brought your laptop home, or you'll be required to use leave. I think that's what th u mean by "maximum telework," though I could be wrong.

Kids in the Richmond public school system are going to get an entire month off basically between how the holidays lined up and then the water crisis not allowing the schools to reopen. Likely not going back until Monday or Tuesday at the earliest.
