Parliamentary system where coalitions rule.  When your coalition starts to disagree, you have two choices - dissolve it yourself or have it dissolved for you.  In this instance, they have agreed to dissolve it themselves and have yet another election.  5th time in 4 years....

I believe I made a snarky comment In the belly up thread about Netanyahu and it not really mattering - they can only hope that they held the coalition long enough that the coalitions don't run back to Bibi.
