It's the mall parking lot for Columbia Mall.  It's easy enough to find, as it's directly across from Merriweather.  In fact, here is a map:

 Just drive around to where you see the Sears, park there, and follow everyone else across the Highway.  They usually have cops there to make sure no one gets hit.
