The basic answer for both North America and the rest of the world is "YES", more tour dates are currently being planned, and they will be announced when known. But there is no solid info as to where specifically the shows will be at this point, so your questions about your city or country cannot be answered at this point.

 What's the deal with tickets for some shows (specifically, Bright Eyes and Snow Patrol) going on sale at Tickets.com before they are announced on the main 9:30 site?
 
 Is this a band decision? Or, a club decision?  If it is the latter, what is the thinking behind it?

we don't just put everything on sale as soon as it's booked or it would just be too much
 
 but sometimes the bands ask us to get it going before we have our onsale so they can offer it to their fan clubs etc
