They will announce the full lineup...once they have a full lineup.  IMP is not holding it back to annoy people on internet forums.  They simply don't have the commitments yet. 

Expect Blink 182, Weezer, and Ben Harper among headliners.  IMP knows time is ticking so expect a lineup or partial lineup any day now.

Ozzfest went free a few years back and made money, allegedly. It's all about finding corporate sponsorships (iffy in this economy) and keeping the lineup relatively cheap.
