They're not a commercial production brewery, in that they don't bottle their beers. (or they rarely do)
That has allowed them to do a shit-ton of beers in a short period of time (two years?), whereas your Victory's, your Troegs (ok, Troegs has their scratch series, but still), your Weyerbacher's, etc, despite being around much longer, do/have done less beers because they are sticking to a much smaller, more set portfolio.
The Bros set the rules, not us. I'm pretty sure they are not statisticians.
I can say that from my one visit to Tired Hands, they do some pretty damn good (and unique) beers. And the beers I had were none of the 26 on that list.
Holy cow. 26 of the top 50 in PA from Tired Hands. Two from Victory. Two from Troegs. None from Weyerbacher.

I'm not sure multiple beers that have ratings from less than 100 people qualify as the best in the state.
I'm not doubting the deliciousness of Tired Hands' beers, but to for a list to contain 50% of their beers, something ain't right.
