so gawdamn obnoxious.  carney came to the WH to salvage what was left of the old relationship and, mostly, to forge a new one.  he wants to figure out how the two countries could work together -  and trump just spits in his face.

the only reason he says this shit (without meaning it) is to pander to his base.  he needs to be seen as the tough guy, the give-no-respect guy, the will-say-anything-he-feels-like guy... AKA a troll.  he put his image before the economic needs of the entire country.

a country's leader has two top concerns: security and the economy.  for Canada, the US has suddenly become the #1 threat to both.  Carney, being a normal, no-nonsense, boring* leader, knows that he can't waste time.  uncertainty doesn't help anyone, so best to grab the bull by the horns a figure out a path forward.  trump is an in-person, shake-your-hand kinda businessman so Carney grabbed the first opening in trump's calendar.

*Carney is a run-of-the-mill technocrat.  he's an economist that could be mistaken for a 60's sitcom father.  i'm certain his dad jokes are FIRE (although i suspect that he prefaces them with a warning, "alright, i'm going to be funny now - what do you call...")
