I read this was the '2nd tweet' as he deleted the first that left out applications out and they quickly deleted and added

I agree...it's not a ballot which is what I want (hey if Utah, WA, CO and HI can do it...why can't we all)
but applications mailed out are better than that VA website that I had to wrestel with
